Liberal Democrats defend strong, responsible management of council finances
Horsham’s Liberal Democrats are committed to a balanced, sustainable approach to managing Horsham District Council finances—a strategy that prioritises essential services, and fair taxation, through effective and efficient use of resources.
Despite significant challenges, including the highest inflation in decades and decreased government funding, Lib Dem policies have consistently focused on supporting residents through effective fiscal planning:
Lowest Council Tax Increase in Sussex
Last year’s 2% Council Tax increase was the lowest in the region, proving the Lib Dem commitment to controlling costs while still meeting the needs of our residents.
Reducing Inherited Conservative Deficits
Lib Dems inherited projected deficits from the previous Conservative administration stretching over the next five years. Since taking office, Lib Dems have made consistent progress in reducing these projected deficits, ensuring the council’s long-term financial sustainability.
Protecting services, not cutting them
Unlike the Conservatives, who de-prioritised support for those most affected by the cost of living crisis, Lib Dems have protected all services, adapting where necessary to make efficient use of available funds. An example of this is the current consultation on a revised (and improved) Council Tax Reduction Scheme for those most in need.
Committing to Capital Projects that the community needs
Projects like Highwood Community Centre and the Capitol Theatre have continued with responsible oversight and adjustment, supporting community spaces and cultural life without overspending. The previous administration discussed plans for both but did nothing allowing the cultural heart of our district, the Capitol Theatre, to face an uncertain future.
Transition to New Offices
Lib Dems achieved a small budget surplus last year, through careful oversight of spending, and are on track to do the same this year. In February 2025, Lib Dems will once again introduce a balanced budget for the fiscal year without reliance on borrowing.
With the lease expiring on sub-let office space, Lib Dems took the prudent opportunity to provide HDC with a financially secure future, offering real long-term financial savings for residents. This was fully supported by the Conservative Councillors.

Unlike the Conservatives, who would prioritise higher reserves over service delivery, we continue to focus on sustainable, responsible policies that deliver real value to our community.
“Whilst we appreciate that increasing car parking charges is unpopular, Monday – Saturday charges are in line with inflation. Sunday parking charges will be in line with nearby towns and most all-day Sunday rates will be less than half of weekday charges. Many short stays will actually be cheaper than they are at present.”
